Buying a friend a pci gc

My friend has an old comp and i want to get him a new graphics card as a gift. what would be the best pci card and what would the performance be... money is a factor too.

If he has such low specs you probaly would be wasting ur money.But the best pci card is only aobut $70 but they go down from there you could prob. pick one up for $40.
