I would recommend Cooler Master fans. they are quiet, and push a descent amount of air. you can also get them with LED's
to answer the question in your first post, the more voltage a light gets, the brighter it will be. if you put the lights in series, they will split voltage instead of amperes. if you put them in paralell, they will split amperes instead of voltage.
