I would bet that you have a very good chance of getting to 3.6Ghz on stock voltage. That would be 225x16 and put your RAM at DDR2-563, which should also be able to handle that speed at stock vdimm/timings. Of course this is just from my personal experience and every chip/RAM/mobo is different so you never know.
Just keep increasing the FSB in about 5Mhz increments testing stability after each and see how far it will go.
