Computer booting very slowly

I recently built a new PC. My problem is it boots incredibly slow. However, once it boots to windows it performs great. I scored a 7200 on 3dmark 05, very comparable to equivalent systems. Memtests, and Prime95 have run flawlessly. My main problem is the very slow boot time. The computer hangs at the mobo splash screen for around a minute and then proceeds to hang at the hardware check for another minute. Below is my system specs:

Athlon 64 3700+
ASUS A8N5X
1 gb PC-3200
eVGA geforce 7800 GT pci-e
Western Digital 40gb 7200rpm (Primary IDE chan)
NEC 16x DVD RW drive (Secondary IDE chan slave)
Toshiba 16x DVD drive (Secondary IDE chan master)
CoolMax 450 watt psu

Granted, the hard drive is probably around 6 years old, the Ram is pretty much value ram, and the PSU probably isn't the greatest; they were all parts from my previous computer that had no trouble before and I really didn't feel like upgrading yet.

This slow booting has occured ever since my computer was assempbled and even before I made any bios changes. Is it possible there is an IRQ conflict or something of the sort? Why would my boot time be this slow?
