Huh? what does this mean? You need ot tell us what is happening!!! No cystal ball here!!
 
there are scrambled pixels and distorted colors at the bios load screen, in more technical terms, i believe they're calle artifacts. i can barely make out the bios, it kind ogf looks lie the matrix in a weird way.
 
I would say the memory on the graphics card is faulty. Return the card. You also start to see artifacts like that if you have overclocked the card beyond what it can handle.
 
i got into windows and took a screenshot of the artifacts but when i restarted with a working video card the particles were not visible in the screenshot. what could this mean?
 
The video card is converting the data it receives from the rest of the computer incorrectly; Either the video RAM or video chipset are faulty. Return the card to where you bought it and get a replacement.

Just double checking, you havnt tried to overclock it?
