Maybe I'll just spend the extra $20-30 for a 6600GT....
That sounds like an EXCELLENT idea! I would've suggested it, but you seemed pretty adamant about your budget. But seriously, get a 6600GT. It'd be more than worth it, for such a small increase in price.

Well, I did a little research and the 9800 Pro is actually slightly better than the X700, which I didn't expect. The X700 is, however, slightly better than the 9700 Pro, so I think it's safe to say that the X700 would also beat a 9600XT. Anyway, the 6600GT beats them all by a decent margin for only $20-30 more. :D (here's my source:

:::UPDATE:::

This is my current list. I hope to be ordering soon so please make suggestions if needed. ;)

DFI Lanparty UT nF3 250GB Socket 754 motherboard
eVGA 6200 256MB DDR AGP 4x/8x
FPS Group (Fortron Source) 400W Power Supply
AMD Sempron 64 2800+ Palermo
Corsair Valueselect 512MB DDR 400 PC3200

Logitech Keyboard
NEC DVD Burner ND-3550A

Logitech S-100 2.0 5W Speakers
Windows XP Home w/SP2

TOTAL- $750

I can't find any reliable benchmarks on the X700. I'd be more than happy to admit that I was wrong, and some benchmarks show the X700 to be pretty nice, but I'm still not conceeding anything, not enough info.

The 9600 and 9800 have proved themselves to be excellent cards though.

Sempron chips are great for budgets, but dont come near athlon chips no matter how hard you argue it.

How about this; a $80 Sempron 64 2800+ (1.6GHz) @ 2.6GHz on a DFI Lanparty nF3 250GB, with 1GB RAM and a Radeon 9800Pro.

I put out the other parts too, but thats what I built for my friend. The Sempron 64 2800+ went to 2.6GHz relatively easily. At that point, it was as good as an Athlon 64 4000+ or a 4.0GHz Pentium 4. Call THAT a budget processor?

buyxgmistake you got that 3dmark06 score because of your graphics card, not your CPU. CPU has a pretty small impact on 3dmark.

Yeah everything exept the graphics card effect the 3Dmark score cause 512mb of RAM on the same system with 2gb of RAM has only 5 less of a score but it does effect it in games.

not much difference between 512mb and 2gb of RAM in the score but dont take that as you should just go buy 512mb instead of 2gb of RAM 2 gb will do much better in games and will boot your computer much faster.

Yeah thats very true the only difference will be the L2 cache size but its not much my difference cuase my uncle build a computer for my aunt and overclocked a sempron 64 to 2.5GHZ and it was fast as **** but never tried it on games.

I 2nd the PCI E.. that way when you make the Jump to 939 or M2 you wont have to make the change up from AGP

I took the cache into account :) Clock-for-clock its like a FX-55, but the cache does make a difference, and CBID gives it a P-rating of 3960+, so its like a 4000+. Needless to say my friend is more than happy with his purchase.

Yeah but the Socket 754 Lanparty doesn't have a PCI-E slot, only AGP....I don't think I'll upgrade to s939 for a while anyway so I'm not worried about it. I just hope they don't stop making AGP versions of cards for at least a year....

:::UPDATE:::

Well my budget has finally stabilized. I bought a snowcat today so now I know exactly how much money I have left for my computer build. I made a few changes and I think this will be a solid rig for my first build.

DFI Lanparty UT nF3 250GB Socket 754
eVGA 6600GT 128MB GDDR3 AGP 4x/8x
FPS Group (Fortron Source) 400W Power Supply
AMD Sempron 64 2800+ Palermo
Corsair Valueselect 1GB(2x512MB) DDR 400 PC3200
Seagate Barracuda 120GB SATA150 NCQ 7200rpm

any thoughts?

The Total for all that is $880 on newegg. If I didn't need to buy Windows, a monitor, and all that other junk and I was just buying the computer itself it would come to about $607.
