outlook / ISP email problem

I have an annoying problem, which is that when i send an email with an attachment, usually a picture of little size, it goes into the outbox.
Outllook then makes then sent sound, but mail does not go into sent items, although later i have discovered that it has been sent.

I have been repeatedly clicking on send/receive, and hear the sent sound again, but still it remains in outbox. Recipients have informed that they have received had repeated deliveries.

Is this an Outlook or ISP (using POP3) issue?
Using MS OUtlook 2002.
 
i had the same problem. Under tools -> options, there is a setting to make the e-mail message split when over 500 kb is sent.
 
Excuse my ignorance, but I con't find this setting, and have never previously seen the term "split" in reference to this.
Is this setting applicable to my version of outlook?
Exactly where might it be found?
I believe that the last email that this problem arose was less than 500 kb, although outlook states 21 kb, but pic is ~300 kb!!
 
Anybody any ideas, this is still occurring and driving me mad.
Sometimes the email does not get sent at all, and sits in outbox, after repeated attempts to send..........HELP!!
