Also, if you don't want to lose everything then i suggest downloading AV from free-av.com. I think if it is a virus it's disableing the Norton on purpose. Boot up in safe mode with network support to download AV and then run it. Also recommend running ad-aware and spybot.

reformat, and before you connect to the internet, get the lastest verison of AVG, Spywareblaster, spybot search and destroy and adware SE personnel. Then install them using a removable media, then connect to the internet with windows firewall on.

ste's suggestion is good because those first few unprotected minutes many people spend on the net after a clean install is enough to get a worm. nobody likes worms, especially me right now. i just spent about 4-5 hours killing one manually.

Start in safe mode (hit F8 on boot-up) and run hijack this, see if you can get it to open.

If you can, post the log here.
