internet explorer is being funky

Let me start from the beginning.

I have windows XP SP 2, Office XP, IE 6.0.2900, MFF 1.5.
I am trying to open an access database, created in office XP, but I receive this error.

"The internet security zone manager is missing or not installed correctly. try reinstalling internet explorer or the proper office system pack"

This coupled with the fact that IE will not load up google, msn, or any other search engine, and microsoft.com looks wonky, definatly not like it should. I am gettin loads of page errors.

I tried opeining the very same DB on a friends comp, no problem.
Should be no surprise, but MFF loads any page just fine, except for microsoft where they demand IE 5.5 or later.

What I have tried.
uninstalling and reinstalling IE through Add/Remove Programs - windows components. Updating Office XP, SP 1, 2, and 3. niether of those will take hold. Windows XP repair install. No discernable progress there.

My questions:
Should I reinstall Office XP??
Where is the internet security zone manager?
Is there an update for the ISZM???
Could it possibly be a corrupt DB??? I don't think so.
