Power Supply / Battery Problems

Does the software in a laptop or the PSU's hardware decide when to stop charging a laptop's battery or is it some sort of communication between the two?

Also, what could cause confusion in the software that it said the battery was 100% charged and yet still charging? The indicator LED on my PSU says it is not charging (that the battery doesn't need to be charged and is full) regardless of the actual charge level of the battery.

Could switching the positive and ground out going power (from PSU to laptop) wires in the PSU cause the above problems.

PSU is that of a PowerBook G4.

As far as I know, the charging functions are all hardware.

Do not reverse the polarity from the PSU, you will break things.
