The main reason there is a dispute is response time and refresh rate.
Some people see it(like me) and some people dont(link my friend). It generally depends on visual threshold. Same is true about sub sonic sounds and auditory threshold. Same is true for touch, taste, feel.....
8ms is small enough for me not to even distinguish between response......
You can also see a difference at very high frame rates.
