How can I filter or block downloads

I am running Windows XP SP2 with IE6 and was wondering if it was possible to block or filter downloads on one of the user profiles on the computer. Preferably, I would like it to be in a way that was not reversible by the owner of the user profile.
 
maybe if you did this and set it to 0 from 10

or you can use gpedit.msc


1. Start Registry Editor (Regedt32.exe).
2. Locate the following key in the registry:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings
3. On the Edit menu, point to New click DWORD Value, and then add the following registry values:
Value name: MaxConnectionsPer1_0Server
Value data: 10
Base: Decimal

Value Name: MaxConnectionsPerServer
Value data: 10
Base: Decimal

4. Quit Registry Editor.
 
I havent done it myselg but I would think it will set the downloads to 0, meaning nothing will download. Your you can use group policy.
 
start, run, type gpedit.msc


theres all kinds of stuff in there..be careful what you do because it goes system wide....
