I don't know about the temps but I can help you with the photo;)

If you only want to use "Paint" you can select "save as" then switch it to 256 color Bitmap.

If you download Picasa2 (free) http://picasa.google.com/index.html You can tweak the color, brightness and whatnot of the picture. This will lower the quality of the picture Make sure you "save a copy" Even though it looks better it will be less quality,Then when you upload it to your photobucket account, it will shrink it less.

You can also download "IrfanView32" (free)http://www.freewarefiles.com/programs.php?categoryid=3&subcategoryid=42&ProgramID=292 and change you picture size to whatever photobuckets size requirements are then photobucket won't have to shrink your picture.

"Picasa2" will give better results comped to "Paint shop" I have never used IrfanView32 for photobucket but I think it would work the best.

my processor is a 3700+ with the stock heatsinc with no AS. Temps are always between 85-95 F(about 32 celcius). My GPU(X800XL) is between 95-105 F(about 38 celcius). Those temps are under load as well, in comparison with mine I dont see a problem with yours.
