Computer Shutdown

MY computer continuingly shuts down. I am an American living in Portugal, actually a small island owned by Portugal. The power isnt the greatest here. I know it isnt heating problems (thanks to Zalman) and I know it isnt an PSU (thanks enermax). So what could it be? Sometimes it shuts off and then I can restart it immeadiately. Other times It wont start for a 30 minutes. I dont have an UPS (i know, i know). Would an UPS straighten out the voltage if that is the problem? It also makes a strange beep (almost a screech) just before it shuts off.

My system is:

AMD 64 4000+
4 DDR2 256
GForce 5700
2 80 Gb WD 7200 RPM Drives
3 sys fans


Any idea why my computer shuts off?
 
Sounds like a typical case of overheating, but as you said you have already investigated this.
Is there something you do which makes the machine turn off? Such as playing a game?
