startup issues in win xp/ibm 600e

I am having issues w/ my laptop. It is a IBM 600e w/ windows xp. At power up, it continually starts up the ibm welcome screen then it shuts down, ongoing until I decide to cut the power to it. I found some help on the issue at microsoft showing my "kernel32.dll files were damaged. That issue i think is okay for now but i have this new issue that popped up right after with my hard drive not being on or recognized. I still cant logon to windows xp to fix this problem through the web or restore or whatever else. The error code my thinkpad gives when signing on is " I9990305 " . Any help would be appreciated!!

i know but i don't know how to fix. Can u give me any steps to fix?

format the hard drive and re-install windows, or get a new hard drive
