Radeon 9800se installation issues

Hello,
I am upgrading my vid card to a PowerColor Radeom 9800SE AGP. When I the card into the AGP slot with the power cable connected. My computer starts just long enough to give my fans a quick spin and then shuts down. The LED indication on the MB stays lit however. My previous card was a recycled ATI Rage 32 MB AGP card. My specs are:

Abit NF8-V MB
350W PSU
Sempron 2800+
1gb PC3200 Ram
Radeon 9800+ which renders my comp dead.

Thanks for any troubleshooting help. Dead card, weak PSU, help me find out!

Put in your other card and see if the problem continues, if your comp starts up with it then the 9800 has issues and you should return it.

When I install the old card all is back to normal. I will RMA it tomorrow
