250gb HD only gets 233gb on Windows!

I have a 250gb Maxtor Diamondmax10 SATA harddrive. In windows it only reads/writes up toe 233gb, it shows that thats its limit. In everest and every other diagnostic tool (hell even BIOS!) they all say that its 250GB. Any idea how I can get my other 17GB back??
 
for god sake. its just the old difference between binary and metric. pull up calculator type in 250,000,000,000 divide by 1,073,741,824 and have a look at what you get. about 232.8gb so roughly 233gb.

edit: therefore there is no missing space. your hdd's size as reported by manufacturer is in metric in which a GB= 1,000,000,000 bytes, a true binary GiB is 1,073,741,824 bytes
