External HDD won't detect

I have to power on my external HDD while in Windows or it won't detect.
If I start my computer with the external HDD powered on I have to turn it off, then on again while it is in Windows.
Any solution for this?
 
I tried different USB ports. Doesn't seem to be the issue. I don't know if there's any new USB drivers. I can't install most of them cause I don't have SP1. I just installed some VIA USB drivers I found on the net.
 
Well, im screwed. I flashed my BIOS yesterday. Killed my mobo. I'm so stupid.
Thank God I still have my old mobo. No more USB2.0, no more 333 FSB, no more AGP8x, etc. I'm pissed. Only paid 25 dollars for that board, but it sucks to downgrade and loose all kinds of features.
I don't care about the external drive anymore. Only have USB 1.1, so gotta copy at 1.5MB/s :(
