Computer won't even boot up

my friend's computer has every plugged in right, but when he turns the comp on, the fans won't even spin and nothing even moves

specs:
amd 3200+ venice
abit AV8 mobo
eVGA 6800GT AGP

1.) he overclocks from 350/1000 to 400/1100 (he claims he didnt go that high, but i doubt it)
2.) he brings it back down after artifacting (to stock speeds)
3.) he has computer problems, so he goes into t he BIOS and selects the second profile (he said it was blank)...he was using the first one before (first profile, that is)

Try a differen't Power supply and reset CMOS.

Tell him that hes gonna have to lose the OC until we fix it.

hey check the little switch at the back of the psu i forgot about that once not the red voltage one The one with a black power switch at the back
