Ok im at school right now and some dush bag installed a program on the pc that is messing it up. The problem is it has restrictions that prevent me from uninstalling it. Got any ideas?

Talk to your admin, to get it uninstalled properly.

Delete the program directory to stop the program from running.
Depending on your group policy user permissions I doubt you can access the registry or msconfig. But if you can, delete the program strings from the registry and take the app out of startup.

You can also transfer the program directory to a newly created folder called "Hidden". This will stop it from running as well.

The hidden folder trick works 86% of the time. If you simply do not want this application to fun, just delete the directory. If there is an untinstall.exe in the directory, change the name of it ( leaving the .exe ) to "stop" then run it that way.
