Unblock a firewall? please help...

I went on a info-spree on Irc and I found some FTP channels and a good one to connect to. Here I could constantly download 60 kb/s... quite nice...

This was however on my friends network. Now when I got home my p2p is blocked as well as my FTP. (I don't think this has ever worked...) I just can't connect. apparently there is some firewall blocking the connection... do you know how to avoid that firewall? I was thinking along the lines of maybe getting some kind of magic program to check if I can use p2p/FTP on any ports. Then perhaps some program to cheat the firewall...
As you can see I don't know much about this, so please help =)

I don't know, Its beyond my reach, the firewall is with the crappy internetprovider or maybe some router... I just don't know.
