Slow Internet?

Hi there. I have a question on a friends computer.

I have already reinstalled Windows XP on it.

The problem is is that at my place i have Cable High Speed internet. the same as my friend but his goes slower then mine. (i mean slow)

He has a RCA Cable Modem was runing on USB (thinking that was the problem i switched it to the Cable cord for it.

I have did a online speed test with this computer.
at www.bandwidthplace.com/speedtest/

Speed

317.4 kilobits per second
Communications 317.4 kilobits per second
Storage 38.7 kilobytes per second
1MB file download 26.4 seconds
Subjective rating Not bad

Is this the right speed because when downloading something it takes long but it dont at my place.

and i did another test but useing my Cable modem, and a old laptop.

400 megahertz Intel Celeron
32 kilobyte primary memory cache

And the funny thing is is that we (my friend and i live right next door to each other)

So does my friend need another modem? or what is it exactly?

(Did another on this computer im useing now)

So what is the problem with my friends internet speed?
 
keep in mind that cable is not dedicated to just you, its whoever is on there at the same time you are, with dsl you have your own dedicated line. Also, you can only dowload as fast as the site you are downloading will let you.
 
No there are no routers used.

Just Cable Modems.

His is a RCA Cable Modem and the one the laptop was useing is a Motorola SURFboard SB5100 USB Cable Modem

And the last computer is the one that is useing a

Motorola SURFboard SB4101 USB Cable Modem
 
tell him to tell his cable company to come out and run all new cable wire from the pole to his splitter and from his splitter to his cable modem. that old wire that they are running it through doesn't have the bandwith to send the right speed properly. that service is free

I suspect you have rg6 cable, while he has the old wire
