as for a dvd are concerned. that is their technology. dvds will sound low. the sound of dvd is for dynamic headroom and special effect. if you have windows media center you can compress the sound so that the dvd is loud during normal playing otherwise you need a sound compander/expander to make your dvds louder.
get better speakers to judge your sound. I have that same card running on my kid's computer to a hafler amp and infinity kappas speakers. there is a world of difference between that and the onboard sound in which I could hear obvious distortion and noise (it had a horrible high pitch hiss sound when the volume was raised even a little). it would also make noise when ever you moved the mouse.
