why my explorer.exe always 100%?

I start my XP,in the first minute, the explorer.exe always 100%,after about 20 seconds it run normal;then I open a folder,it take 100% again,why?
my OS is:XP pro sp2
symantec AntiVirus v10

go to start, run, type msconfig...go to startup, click disable all except your antivirus and reboot and see if it still does it

now my OS is disable all except antivirus already,it still does.

Thats exactly his point. You need to run the program so we can figure out whats wrong with your system. When you run HijackThis! it gives you a log that you can just C+P here and they will tell you pretty much exactly whats wrong...
