okay, here's is usually the best way to figure this out. Usually when a shutdown goes bad its due to hardware or driver issues. Disable auto reboot after failure and shutdown. Tell us what the error is. I had someone argue this, so the reason I'm saying to do this is that if you shutdown and have either a legacy driver problem, incompatible hardware, software issues, etc it will see that as a problem and cause a system failure. Well, guess what? With a system failure the os is instructed to REBOOT the system, thus causing your shutdown to become a restart. SOOOOO disable auto reboot during system failure in the startup and recovery (system properties) and tell us the error.
 
did it restart after the changes were made or shut down. Also, if you goto safe mode and shutdown will it shutdown normally?
