IExplorer open all the time but it is closed

Sounds like some spyware trickery to me. Microsoft Antispyware should do the trick.

Wrong section dude, this is Hardware section, post in the spyware or software related section.

And b/w it is realy sounds like you have spyware, scan with one of many antispyware programs (check tech forums download section for links).

Well it wasnt niether it was because my pc needed restarting

yup, do a search for iexplore.exe
delete all the ones not in C:\Program Files\Internet Explorer\
but you'll have to close them first in task manager.
if you can't close them without closing explorer, then you can delete them in a command prompt using "del [file path]"
