do you have a vga connector on the backplane with the usb...etc

Have you tried clearing your CMOS ?

The monitor's connected via VGA to the graphics card. Should I still clear my CMOS? And how? Thanks.

right some mainboards along with a "slot" to plug in a vid card, had also a vid card embeded into the mainboard, with the vga connector in with the usb, printer , kb and mouse..so I take it yours only has the plug in AGP or what ever...
Do you still have your manual for the mainboard ?
if not go to you manufacture of your mainboards web site to their support and DL a new one...all mainboards are different.
the instructions are there to clear cmos

Some things I think you may be confused about. You dont need any graphics drivers to get a video card working for the boot up, and onboard video means there is a "graphics card" built into your motherboard (they suck compared to real cards). I had this exact same problem a while ago and it was the power supply, what are all the components in your system and what PSU are you using?
