delaying sending your mail in outlook

yes... its in mail options, I don't have outlook here so I can't post screen shots... but its in there... you might have to poke around. You can set it off : "automatically send email."
 
does the receiver know that the email was delayed?
does the mail header contain the time when the mail was sent to outlook or does it contain the time when it was actually sent by outlook
 
The email shouldn't show the time created compared to the time sent. The Exchange server will but stamps on it, but I think you are more intereseted in the actual create time and send time right ?

yes, i am interested in the create and send times. say if i created the mail at 5:00 p.m., and configured outlook to send the mail at 7:00 p.m. then what will the receiver see if he looks at the time stamp, 5 p.m. or 7 p.m.?
 
not cheat the work hours, dont get paid extra time anyway

it does create the effect that people are working late at night, i get emails from my manager at 12:00 midnight, i always thought he was working at night, now i have my doubts

maybe i should do the same
