the quietest way to cool a computer? or are a few 120mm fans quieter?

Water cooling is indeed the quietest, but to me its impractical unless your doing some heavy Overclocking, you can always get Low DBA fans, or silent fans as some call them.

Water cooling is also more expensive then couple of Fans, its harder to setup and harder to maintain.

Actually Passive cooling is the quietest.

passive cooling = fanless.

Low noise fans don't cool for crap for obvious reasons....they dont spin very fast and push low CFM.

Water cooling isn't hard to maintain....every 6 months you drain the system and refill it with water, thats maybe a 30 minute process....the initial setup isn't hard per se, but yeah it does of course take more time that simply putting in a heatsink or something like that.

Buuut if you're like me and get water cooling but put on 130CFM 120mm fans then it's not so quiet anymore But it's a helluva lot quieter than when I had my case with like 14 fans not to mention much cooler as well.

But, the real question is, the "dangers" of water cooling worth it. I realize that the water cooling systems are made quite well. But like any other computer part they can fail. And if one is spitting water into you computer its probably not a good thing.

Theres always a trade off, Does Passive cooling == water cooling? if so why not just say water cooling instead of Passive cooling cause what other way is there to cool a system other then Fans or water cooling.

Oh wait don't tell me. Compressors, pelits, liquid nitrogen etc etc. Cause those are so like at a low price. and easy to install above all. (Sarcasism)

LOL there are some passive cooler systems for higher end parts (theres a special one designed for the thermaltake armor case)

other than that... you can heatsink everything to hell, You need a very airflow efficent case like the thermaltake armor though (and definately can't stick it in a corner) needs to be in a good ventilated area.

this is probably the best **** power supply out there for silence( the LCD is pretty nifty too) i'm a cheap bastard so i just get my dual fans for now :/ and wear earplugs to sleep.. HAHAHA

First of all, its not even dual rail, second of all I never heard of that company, thrid of is its only got 15 AMPS on 12V Line. It should have least 20. Especially for not being dual rail and being 500 watt.
