Best PSU for $40

I'm trying to find a PSU for $40 (maximum, with S&H included) that will go with my future mobo, (MSI K8N Neo4-f) is quiet, and can easily handle an Athlon 64 3200+, a X550 video card, and 1GB PC3200 RAM.

f you want a good psu save up 10 to 15 more dollars.

I know nothing about PSUs, so this thread helps. I am also looking into buying a new one. I read in a different thread that it should have at least 18 Amps on the 12 V rail? Also, is that an intake or an exaust fan on that Forton? because wouldn't that heat up the case if its exaust? (again, I know nothing about PSUs)
