$666 total. Its in your budget, but if you live in some select states like California, New Jersey, and others, then you pay $50 and the shipping for the whole this is $38. Which brings the total to $753.
Chances are you live in a state where you don't have to pay tax, so be ready to pay atleast $700.
He doesn't need the fast ram Flanker. The OCZ Premier Value is capable of hitting high speeds at higher latencies, but that is ok. I think the one I recommended is better. You're giving stuff that will eventually lead him into a dead end. Secondly, not everyone is comfortable with ocing so that is another reason why he should just take 939 over 754.
Why would you ever reccomend a Sempron 3000+? It has half the ram of a 3100+ and is a crappier overclocker as a whole. Assuming this person has no intention/knowledge of overclocking, he'd be screwed. Stick with a s939 Venice 3000+
