is refurbished a bad idea when buying a video card?

i did some refurbishing a while back for Furuno. Sometimes gettin a refurbished part is good, long as the item has some date to it. You take a card that is a few months old..and you blow a cap on it,,sometimes it is replaced with a higher quality part. And usually the newer the component, the better it is,, usually

unless you are gettin it from a company that just doesnt care and will stick anything on it just to make a few bucks

o and 2 other questions does the jump from 128 to 256 give a huge performance increase?
and are these worth it over say a 6800 or a card that only has 12 pixel pipes?
