No, OEM just means, theres no special packaging or extra crap you prolly won't use or look at. so basically a small box with the CD in it.

you can boot off of it right away and start formating/installing XP.

6800 is just 10 dollars more then the 6600GT on newegg. if you can unlock the pipelines and shader, and OC that thing, it will beat the 6600GT, but if you OC the 6600GT to crazy speeds, the 6600GT will win
