What do I need to use my pc as a dvr?

(I edited my original thread to broaden the question, I couldn't delete this one. Is there any way a mod can move this for me? Thanks.)

What do I need to be able to watch tv and record shows onto my pc? I know I need a tv tuner card, but do I have to have something like windows xp media edition in order to use a tv guide, record shows, etc. or do tv tuner cards come with a program like that?
