Slow Laptop

I have an HP 5404 Pavl laptop. It has an AMD Athlon 2800+ 1.6Ghz with 768MB ram.
My issue is I realize this is a notebook but to me it seems to run slower than I think it should. Even though this is a 1.6Ghz processor when I look at the system properties the speed number for the processor only shows between 350 and 800Mhz. Is there some kind of internal program that is throttling the speed of the processor. If there is is there a way to shut it off so I can see the full 1.6Ghz preformance?

It will run at the 1.6 ghz when it needs to. It runs at those low speeds to conserve energy and lower the heat output. Its normal.
