computer restarts at startup

noob here

I have on old hp 8390 450 mhz. After it starts up, it gives the choice of booting regular, safe mode, ect. no matter which choice I choose it restarts. when choosing to boot in safe mode, it shows a few of the drivers loading and then restarts.
I have tried 2 different hard drives and the same thing happens for both of them. I also have trouble using my xp install disk with this computer, which works fine on other computers.
I tried switching the ide cables around and that didnt work either.
would apreciate any helpfull suggestions.
 
Format the hard drive in another machine and have it copy the system files so it will boot into dos. Then create a folder in the root of the formatted drive. Lets call it "xp". Now in that xp folder copy the i386 folder from the XP CD. DONE. Install the hard drive back into the hp and it should boot right into dos. Once at the c: prompt, type cd xp\i386 then press enter. Now type winnt. The XP setup should now begin locally without a cd.
