Foxconn mobo bad?

my friend just ordered this and the primary IDE doesn't work...

he has to run windows and one cd drive off of the secondary

is foxconn bad, or is the motherboard just defective?

if its not that then will a new bios fix it?

EDIT: after several times we tried to get the hd to read through the primary it did (after the detection screen takeing forever) display triangles and dots in place of the hard drives name, then it froze... this only happened 2 out of 10+ times though..

Foxconn isn't exactly top of the line. RMA it or return it if you can.
