Houston we don't have a power supply problem

Ok after numerous forum posts i found out it was not my power supply because i remembered i have a friend who is heavy into computers and he let me borrow his antec true power 2.0 500w psu and a thermatake 450w psu and i tried them both and there still reading around 11.30v on my 12v line. I went to a computer store that sucks like a couple of blocks down that rips you off major for shit stuff and they said it doesnt matter and compared it to something and said psu isnt your issue. Well they were right its not my power supply and ive tried the other parts in other computers. Remeber this all started happening when i got my 9600xt.....
 
Where are you getting your 11.3V reading from? If it is from the software or BIOS, it is most likely wrong. Use a multimeter to be sure.
 
Well, I have no epxerience with the program myself, but I know software often misrepresents the power. Just use (or borrow) a multimeter and check it directly yourself.
