Maxtor harddrive wont format?

My Maxtor harddrive wont format AT ALL.
in partition magic it either gives me error 1513 or 986
the 1513 solution tells me to run chkdsk /f on the drive but
I cant run it on that drive because the drive doesnt have a letter assigned to it because all the space on it is unallocated. its completely bare, nothing on it at all :(
im so lost and i have no clue what to do, any mind helping me out?
 
Its a 40gig, if you need any other info just ask and I'll try that now.

use the maxtor tools like stated above and run test drive (it takes a LONG time). After that, see if writing zeros fixes it.
 
Alright I'll try that out in the morning. Right now I'm trying this Partition Table Doctor and seeing what that can do.
I'll give you all an update tomorrow.

no my OS isnt on that harddrive, its connected as a slave and now the maxtor tools dont seem to want to work haha, it gets to a part where it trys to decect the harddrives and then it hangs.... maybe I should try only having the maxtor connected as the master and running the tools? any other tools that would write zeros to the drive also? and thanks nitestick for the welcoming.
