Windows reboots over and over.

Hi. Here is my problem. When i start up my computer it goes into windows then it stops, displays a blue screen, then reboots the computer. I can't read the blue screen because it appears for a second if even that. My hard drive is being recognized as ide channel 1, and my cd/dvd drives are channel 0. I tried a reformat but it cant acces the hard drive or something like that. Could my hard drive be done? My primary partition is c: second partition is d:. The c drive is 174 or so gigs and the d is 15.
 
What OS are you running. It's possible that it's a hardware problem. You might be able to boot up if you hold ctrl before the system boots. Choose the option that starts windows in safe mode. Note: If you are running windows 95 press f8 when it says starting windows.
