99% is not overstating it... I have recovered more data from bad disks this way. I didn't say the drive would be usable afterwards but for 15.00 if cannot hurt to try.. and then either way you can return the external case....
I have even removed the top of the hard-drive, set it in the external case and recovered the data as well...I had to very softly move the head past a point where it was sticking....
So do not knock a suggestion unless you have tried it on your current problem.
