Need Help Choosing Components

I'm kinda building a new computer....I have a 250GB hard drive which I'm reusing, a Radeon 9250 Video card and a Sound Blaster Audigy 2 sound card. I also have a CD burner which I'm reusing. Basically, I need advice on a new motherboard, processor, RAM, DVD Burner, and case for it all. I know the stuff I have now isn't great, but I need to keep this around the 400 dollar range...if that's only possible by leaving out a DVD burner and RAM, that's fine. I need this to be a fast computer...I'm upgrading from a 1.8Ghz Pentium 4 so most stuff should be an improvement. Thanks everyone!
 
I could pull a video card in the 75 dollar range...I have a PCI Radeon 7000 laying around but that's way outdated...
 
9250 is a little outdated too. i would say just save up another 50 dollars for a total of 150 and get yourself a pcie 6600GT
 
I'll consider it...I am thinking of getting into video editing, so I probably should. Really what I'm most concerned about now is a nice motherboard/processor combo...I'm not going to cheap out too much on that, and I need some good suggestions on a relatively fast setup.
 
if your into video editiing you might want to go with intel and some mobo, not very good on the intel side.
