help upgrading my cuzins pc....

hey, my cousin really wants to play counter-strike source and hl2 but he doesnt have the best computer in the world. right now he plays cs:cz at 70 fps with onboard gforce4 card.

his specs are

sempron 3000+
512 DDR ram(not sure if its 2700 or 3200)
160 gig hdd

his budget is 200 dollars and he needs a card and i guess more ram. or what would you guys suggest that he gets?
