The question was simply why AMD are able to competetively benchmark and perform with a higher clocked Intel processor, not which is better, we have a sticky for that . That article indeed went over the fine print nicely

It should be noted that Intel is giving up on the Netburst technology found in Pentium 4s now and are reverting back to an older, improved P3 architecture, which will perform more IPC. This has already been demonstrated in the Pentium Ms that you see running <2GHz.
