try the cheapest/easiest things first.
1. uninstall all your video drivers, and install new ones
2. check that the monitor cable is not half-out
3. try a new monitor cable
*edit* I just thought of something. I think the 7800's are DVI only (white plug which has irregular pins). are you using a DVI to VGA converter?
