I actually read through a little too fast and didn't realize that the 3800 was the X2 dual core. That is actually a very good CPU, but at current will be behind the 3700 in gaming performance until games are written for dual core.
I would definately ditch the USB thing and the network card 100% not necessary. The sound card is up to you but the DFI board has very good onboard sound.
If you want to spend the money the 7800GTX is a hell of a card and is the top card at the moment. The 6800GT is also still very good though and you could save significant change.
Also, I forgot to mention the first time. That monitor you linked to was 25ms response time, no good at all. The one PZEROFGH linked is a very good option.
@PZEROFGH, probably with a new builder, I would ditch the RAID setup, just to keep it simple. I would just recomend a 250gb driver or something. Also, there is no need for the expensive RAM since it doesn't sound like he will be OC'ing, might as well just get some valueram. No difference in stock performance.
