Free animated .GIF program

I have image ready 3.0, and I just don't like it.

Is there anything like it (Like it, meaning a program that can make animated .gifs)

and, I would like it to be free

I believe that there is a plug-in for the GIMP that allows .Gif animation.

Speaking of the gimp, is there a mod for it, that gives it the photoshop interface?
