Restarting Problem

I just built up my new college computer and I have everything installed including Windows XP. Everything works fine except when I install a new program and it promts to restart the system. The screen goes blank like its going to restart but then it just stops. The computer itself stays on, but nothing comes up on the screen. It only restarts after I manually push the button, then everything is back to normal.

I dont even know if its a Hardware problem or a software problem.

Does anyone know why it's doing this or if theres a way to fix it cause its really annoying?
