problem with cli.exe

Everytime i startup i've been getting this window:

cli.exe - Common Language Runtime Debugging Services

Application has generated an exception that could not be handled.

process id=0x338 (824), Thread id=0x340 (832)

Click OK to terminate the application.
Click CANCEL to debug the application.

and then when i click "cancel" to debug it says:

Registered JIT debugger is not available. An attempt to launch a JIT debugger withe the following command resulted in an error code of 0x2 (2). Please check computer settings.

cordbg.exe la 0x338

Click on Retry to have the process wait while attaching a debugger manually.
Click on Cancel to abort the JIT debug request.

so i've tried reinstalling the .NET framework multiple times, and it doesnt seem to fix this, so does anybody have suggestions and instructions on getting a debugger or a way to fix this?

From what i see on the process information of cli.exe it is the ATI Catalyst software. Try to get the newest drivers for you video card and maybe even uninstall the Catalyst software since it is really not needed to run the video card. Try the drivers first see if that helps.
