If something is sold out-of-state, the state that the item was shipped to has no right to levy sales tax on it.

If the item is purchased in the same state as the business, then that state (california) can and will levy the tax. It's the same as buying something at any other retail store.....:)
 
The only exceptions to this rule is in case of Newegg, in which they have a warehouse in that state, I believe those states are New Jersey and Tennessee. If you were to buy from Best Buy online for example, they charge tax as they have a retail location in your state.
